This was disclosed by Jonathan Nolan, brother Christopher who once co-wrote the screenplay. According to Jonathan, "Dark Knight Rises" is the right moment to make a stunning final Batman story. In addition, they do not want the story to be like Batman James Bond movie franchise is endless.

"This is the most appropriate way to end it, by creating a furor in the film," Jonathan said. "I think it's better than pass such Bond franchise. Maybe they were successful. But I guess making a franchise that continues, as the plate continues to rotate, it's wrong."
